To complete the Burning Monolith in Path of Exile 2 and face the Arbiter of Ash, you must collect three unique Crisis Fragments: the Weathered Crisis Fragment, the Faded Crisis Fragment, and the Ancient Crisis Fragment. Each fragment drops from defeating the faction leaders housed in three specific Citadels on the Atlas Stone Citadel drops the Weathered Fragment, Iron Citadel drops the Ancient Fragment, and Copper Citadel drops the Faded Fragment. These Citadels are high-tier, challenging map instances unlocked on Tier 15 Waystones or higher.
